M. Andrew Young, Founder of Watauga Evaluation

About Andrew

A subject matter enthusiast.

Founder & Principal Evaluator

Andrew brings genuine rigor to questions that affect real people — across business, education, and nonprofits. His work ranges from micro-evaluations of individual courses and exams to macro root-cause analyses that reshape whole curricula.

He describes himself as a “subject matter enthusiast” for measurement, evaluation, statistics, and assessment — which is a modest way of saying he finds genuine delight in the kinds of questions most people find intimidating. That enthusiasm is contagious in the best way: clients leave engagements understanding their own data better than when they started.

His goal for every client mirrors the goal he held as a tutor: to work himself out of a job. SMART goals, measurable outcomes, and the skill to tell your own data story — those stay with you when the engagement ends.

Philosophy

Give a person a fish, or teach them to fish. We do both — and we lean toward teaching.

Every engagement is designed with the exit in mind. The measure of good evaluation consulting isn’t how dependent a client becomes — it’s how capable they are when the work is done.

Sustainability

Skill built inside your walls, so your team can become as independent as you want to be. We won’t design you into a cycle of dependency.

Right-Sized

Solutions that scale up or down with your needs, timeline, and budget. No more than you need, and no less than it takes to do it right.

Rigor

Research designed properly — with methods matched to context, constraints, and the people involved. Rigor without relevance is just complexity.

How Andrew Works

Wide network. Single point of accountability.

Watauga Evaluation leads every engagement and brings trusted specialists to the table for facets that benefit from dedicated expertise. You work with one accountable team — not a rotating cast of subcontractors.

The Specialist Network

When a project calls for it, Andrew brings in trusted partners for marketing, finance, design, and technology — all vetted and coordinated through Watauga Evaluation.

  • Marketing and advertising strategy
  • Fractional CFO and financial analysis
  • Data engineering and dashboard development
  • Graphic and visual communication design

What Doesn’t Change

Regardless of scope or partner involvement, these commitments hold for every engagement:

  • Honest findings — even when they’re not what you hoped
  • Methods matched to your question, not to what’s convenient
  • Clear communication throughout, not just at delivery
  • Recommendations you can actually act on
  • Capacity left behind so the next cycle is easier

The Name

Named for the waters of Sycamore Shoals.

The Watauga River runs through the Appalachian highlands of East Tennessee — a place of deep roots, practical wisdom, and genuine community. Sycamore Shoals, where the Watauga flows, is one of the oldest American settlements west of the Appalachians. The sycamore leaf — the firm, broad leaf of a river-bottom tree — is the mark of this practice.

The name reflects where Andrew is from and what he believes: that the best evaluation isn’t extracted from a community, it’s grown from within it.
